employment data given in our town recently released are really shocking. In April, 2159 persons were registered in the office of the SEF. Of these, almost half, 49.51% were under 35, 46.50% were women. Therefore, it is a strike with a strong youth and women. This figure makes La Union in the town with more unemployment, relative to its total population level, the whole of the Region of Murcia.
Indeed, the average unemployment rate in relation to the total population is 6.84% in the whole region, while in La Union reached 11.66%, based on data from January 2009. Therefore, our unemployment rate is over 70% regional average.
There is no town to reach this level. It is therefore urgent that all political, social and economic municipality work together to make our city ceases to hold such a sorry record. Such coordination of efforts could be substantiated in the establishment of a Bureau of Local Employment, consisting of the SEF, the Mayor of La Union, representatives of political forces represented in municipal, association of employers, unions and associations working with persons at risk social exclusion. The objectives of this table would be:
1. Create a space for coordination between the different professional and social partners to develop projects and business initiatives related to employment, training and job placement.
2. Establish criteria and potential strategies to promote employability of population groups with difficulties in accessing the labor market.
3. Coordinate actions in employment that are taking place in the city, boosting local employment policies and actions of local socio-economic agents with a view to creating local employment, by optimizing the human and material resources.
4. Facilitate consensus among social partners and institutions involved in this matter.
5. Articulate the social and economic and other authorities an emergency plan that lowers urgently the level of unemployment in our county until it is placed within the regional average
The proposal was submitted by Councillor UI for adoption at the plenary the next day 28. Once the House approves its constitution, one of the tasks of the Board would be signing with the CAAC and the Government Office an Agreement with the City Single of The Union, on the basis of the unemployment differential between the municipality and the regional average, already high. Therefore, the assumption of the Convention would be based and calculated in order to absorb a number of local unemployed people to set the rate of unemployment in the regional average. That convention would fund three initiatives:
1. Direct job creation by the City in cleaning, garden maintenance, etc.
2. Grant to fund the social costs of small local businesses that hire unemployed / as.
3. Expansion and extension of social security courses for groups at risk of social exclusion.
